snapped exhaust valve bolt

Hello everyone, I ride an 06 Polaris 900 switchback, and I was snugging up my exhaust valve bolt and then it snapped. There is still about 1/8 of an inch left sticking out of the block.

Here's what I've tried:[/SIZE] Vice grips, torch + vice grips, punch and hammer, bolt extractors, and welder to weld a nut on and spin it off. I've tried drilling into and just drilling it out but wouldn't even make a dent in it, with titanium and cobalt drill bits, screw extractors/easy outs couldn't bite into it either. The weld did not bond with bolt,but made perfect weld with the nut. I ran out of ideas and tried everything I can think of, hopefully some out here will be able to point me in the right direction.
 
it's got to be cross threaded if you can't remove it with vise grips etc. you will probably have to drill it out re thread or heli coil repair .
