Sled Wrap Graphics program

So I bought the 2013 PRO sled wrap template from hunt graphics. Haven't received it yet but was wondering if anyone has information on a good free graphics program that will allow me to convert the template from an EPS file to a JPEG file. And one that will let me design and layer the template.
