Just put a bigger hose clamp on where you are able to hold the clam shell on.

Thats just your heat shield, not the pipe itself. Like others have said just put a hose clamp there. Mine did that on my old rev from a hotdogger

i say take the heat shield off and ceramic coat the pipe . hotter pipe and looks good too.
