From the looks of UDOT's Draft Executive Summary, the conclusion states:
Since this is still just a draft, hopefully Wolf Creek Pass will stay OPEN to sledding....Guardsman Pass appears to remain under further evaluation.
"The analysis indicates that there are no compelling reasons to change how these roadways are managed during winter months." (referring to East Canyon and Wolf Creek Pass)
