rx1 8000 ft and up jetting

have an 04 rx1 that we just purchased starts and runs fine till you kill it then it acts like its flooded unless you let it sit for 30 minutes I am thinking pilots and fuel or air screws which ever they are. any one with good recommendations so when I pull hte carbs off would be appreciated.

Flooding

When you look down at your carb caps, you should see a little o - ring about 3/4 of it there is one on each card make sure they are there and in good shape.
