Changing the water pump seal and need to remove the impellar shaft to do the oil seal as well. I have removed the 2 bolts from the bottom of the water pump that sem to hold the shaft in place but cannot pull it out. Did I miss a step or is it just hard to removed account of the the 2 seals??

You have to pull the motor to do it.
Motor is out and sitting on the bench

remove oiler, and sleeve,water pump housing, remove bolt from impeller shaft, tap shaft out of impeller dont pry you will crack impeller, you will have make an angled drift to drive out mechanical seal or you will damage face, pry out oil seal, done, you may want to check bushing clearance in cases on the shaft, easy to change while its out.
