does your black skid plate have the two clear rubber bushings on the top of it to keep the boot tucked in ???? It's the clear bushings that keep it tucked in.

I rivited the bottom of the boots to the bottom of the bulkhead and covered with the bumper bottom- then take clear silcone and go around the outer edge of the boots to seal them up--
Even squirt some inside the boot and it will push out and create a tight seal.
use clear it look best.. Problem solved!
