Much of the heat generated in the top pulley comes from casting the pulley rather than precision machining. I believe Gates specifies machining as the cogs will run true with less wear and vibration = cooler. This might contribute to drive shaft failures as well.
Of course a machined pulley wheel with spokes would be expensive but they may be able to run a machined top and a cast bottom combo.
A tensioner's primary function is to push the belt inward to force the belt to contact more pulley teeth around the perimeter, primarily on the top pulley. More teeth = cooler.
