Pulley combo for Nytro at sea level?

What pulley combo would be suitable for 10-12psi for a supercharged Nytro at sea level? What is the max boost you can get out of a stage 1 supercharger at sea level at like 8900rpm?

Peak shaft rpm on the Rotrex c15-60 is 11.840rpm

11840/8900=1,33 (33% overdrive)

22t@s/c and 28t@engine (27% od) gives you 11.327rpm shaftspeed

In Christophers stage 1 install thread he uses 25t/31t witch gives 24% od.

That is all true if supercharger boost is linear (which I assume it is). Now I run a 28/28 combo which gives me 6-6.5psi at 8900rpm. If boost is linear the maximum you could get of of a stage 1 SC at sea level would be about 8.5psi. Is that really it?
