Pull start part

Does anybody know what the part is that guides the pull rope down through the oil reservoir and the top plastic part mounts to the oil reservoir with a couple of screws? I can't find it on the parts fiche or in the shop manual and I've called 3 different dealers and tried to explain it them and nobody knows what it is. I'll take a pic of it and post it up later tonight.

Not 100% sure but from the best I could tell it looks like it's Part # -
517303482 CONSOLE-RH found it in the "hood assembly" section of the parts finder.
