What is the proper idle for a 900 Fusion? Right now mine is 1450-1500. Is this ok or do I need to build a TPS tool?

Not sure if the Fusion is the same as the RMK but I'd think so...
Manual says 1400 + or - 200 RPM for idle so sounds like you're right in there.
