Powersports vehicle titles

Not looking for argument here but im from south dakota and here we have to have a "title" before we can license the sled or whatever it is. Minnesota, Wisconsin, and many other do not. Lots of sleds and jet skis come into this state from other states that do not require a title. This is a huge pain in the butt because then we got a bunch of hoops to jump through if we purchase something without it. Getting back through 6 different owners is not easy. I wonder if one could convince enough people to change the law. My own opinion? I think the current law is a joke in SD. Minnesotas law makes way more since and is much simpler.
Just looking for some discussion. Whats are the laws in some thread viewers areas?

I am in SD and agree that it a joke to title them. Why do u have to track down past owners? I have bought stuff out of state and all that I need is a cert of orgin and a bill of sale. My last sled I bought out of state. It came with the cert of origin so I decided no to title it. I don't ride in state and have no reason to license it. That is one way to get around it but you have to buy from a state that doesn't title. I know quite a few people that do this.

My new sled came with that also, i bought it in Mn. I titled it here simply because i may want to go for a burn here even though we usually go west. But we got sleds that dont go west. Stay here for kids to rip around on so they must be titled

In my experience SD has an issue with consistency in how they handle title applications. I have titled several snowmobiles that came from states that do not title with nothing more than a hand written bill of sale. I bought a 98 Polaris 4 wheeler from a SD resident who moved from Colorado and had a nightmare trying to title it. First they wanted proof of ownership from the previous owner. He did not have any paperwork for the 4 wheeler but I found a 2001 CO registration decal on the 4 wheeler which I was able to secure a copy of the registration indicating he was the owner in 14 years ago in 2001. That was not sufficient and the DMV wanted the previous owner information prior to the person I bought it from. He stated he was the owner of the 4 wheeler since new. I was able to contact Polaris who verified the person I bought the 4 wheeler from was the person on the MSO. I contacted the DMV with the information I had learned and they now required me to get a signed statement from the previous owner stating he was the sole original owner. I received and sent the statement and was told I that still was not sufficient. After several calls to various DMV supervisors they finally approved my title application. The whole process took 7 months.
