Positive rep points for negative post rating?

I just realized that if you're a basic (free) member and click on the negative post rating (thumb down) it still gives the poster positive rep points. I can understand not letting free members give neg rep points, but why have the neg post rating icon available if it only gives positive points? Why the deception?

Anyway, just so all the free members know, if you click on the negative post rating icon, all you're doing is giving the poster positive rep points.

thumbs up or down shows up in the rep column but I believe it has no effect of the actual rep numbers...

Yep, it says "bad" rating but it added points.
