I just clarified this over at HCS, but only production motorcycles/ATVs with aftermarket tracks/skis are banned from the trails. If Polaris came out with a complete snowbike, it would be legal to ride on MN trails. Also, a homebuilt snowbike (built from scratch) can be legally licensed and ridden on MN trails.
The rule was designed to keep tracked atv,s off of the trail system because they were damaging the trail. The way the rule is written snow bikes are also illegal.
Pardon my lack of knowledge here, but how rough are ATV tracks on a groomed sled trail? Worse than long track sleds that build wash-board and bomb holes?
A RZR 1000 or Renegade 1000 with tracks can destroy a sled trail pretty fast. But some sled clubs are actually using tracked SxS's for grooming smaller trail sections. IMO it depends on the rider and how much damage they want to do. But a 800cc sled can rip up a trail too if they wanted.
Some people/groups had an issue with the ATV's on the trails (tracked or not) because they were concerned that those same ATVers would come back in the summer and ride the same trails they rode in the winter. Since so much of the snowmobile trail land is across private land that was an issue.
Also was the issue that Snowmobile lic fees help pay for the grooming and ATV lic fees did not. Lots of reasons (both good and bad) for how we got to this point.
So, ONLY motorcycles that are converted to snowbikes are illegal.
But anything built from the ground up, or any purpose-built OEM production is legal?
