i have my fuel pressure set about 45psi so when im at 14lbs of boost the fuel pressure gauge should read ? that reg is 2lbs boost to 1lb fuel right ?

What turbo kit are you running , my apline kit came with a 1.2 to 1 regulator , so for each lbs of boost the fuel pressure should go up by 1.2 lbs

On an Impulse or Alpine kit I believe that is correct, you should be reading 73 psi at 14 lbs.

PL??

If by PL you mean the baisc Powder Lites satge 2 kit for a Nytro then its a 2:1 regulator expect to see 73psi fuel pressure.
