photo effect i like

does anyone know how to achieve this photo edit effect? I have photoshop but I can't figure out how to make a picture look like these.

Thanks guys, I am glad you like them I adjust each pic a little different, untill I get it the way I want it. I use some filters like Lucis Art & Topaz

I know how to create a similar effect with landscape shots where the camera is held on a tripod/etc.

Im wondering with action shot if you couldnt just manipulate the exposure/brightness of one original action shot, get your 3 images, then do the HDR process.
