OVS Tial wastegate adjustment ?

It says BDX Turbosmart. Correct me if I'm wrong, this is a BOV or Blow off valve, also known as a wastegate? The tube coming from it connects to the fuel rail.

I'm pretty sure it was tightened all the way down. I thought the previous owner had it tightened all the way down. I believe he was having trouble obtaining boost and only achieved it after tightening it all the way down. Seem right? It not, how does one go about checking it out or adjusting it?
 
BOV and waste gate are not the same things.
-BOV "Blow off valve" vents the compressed air to the atmosphere when you chop the throttle.
-Waste gate diverts exhaust gases away from the turbine wheel which regulates the turbine speed and ultimately controls your maximum set boost amount.

Google around and learn the basics. Then look at the components in you kit. Your BOV is connected to your throttle bodies right after the butterfly valve. When your tightening it all the way down your increasing the spring pressure, if you increase it too much it wont be able to properly vent air when the throttle is lifted. Too loose and you will be bleeding off pressure and may have issues with full boost.
