Only pulling 7300RPM

A few weeks ago out in the Big Horns I noticed a coolant drip from my coolant tank. Since my aftermarket gauge said coolant temp was unchanged, and the leak went away while the sled was running (turbo boiling coolant caused higher pressure with no coolant circulation) I kept riding it. Around this time I noticed it was only pulling 7300RPM or so and felt weak. The next morning after adding coolant a piece of ice went through the heat exchanger in a completely unrelated but equally as frustrating problem, requiring a tow back.

In any case, dealer replaced the coolant tank and did a cold compression check (heat exchanger leak prevented running) and got 130 and 125 psi, which is fine I think. I replaced the heat exchanger, put a new belt on it, and rode it for a while last weekend. It was still only pulling 7300RPM and felt like a 1100AA. I could hear the turbo spooling, but since my arms weren't being stretched I don't think it is building boost. In addition, I never heard the farting of the BOV.

Anyone have suggestions for diagnosing the problem. I'll take it into the dealer after next weekend (I'd rather ride a 1100NA than wait for the dealer to look at the sled), but it would be good to figure out what is wrong ahead of time. When I had it apart I breifly checked to make sure all the hose clamps were tight, so I don't think there is an obvious boost leak... Could by BOV be stuck open?
 
Ours was also pulling only just above 7000 rpm.
Reason was losse boost line from turbo.

I'll have to check that one since that was the one area I didn't get a real good view of.
 
Had the same problem out west two weeks ago. Just changed oil prior to going and the boost hose wasn't properly fitted on the I.C., damn near cost me an accident on a icy mini hill. Its always fun going backwards when your sled will only pull 6800 rpm especially on the Proclimb mountain goat special.
