oil pump deadheading?

doing some tests on my near new (25-35miles) walbro fra-4 oil pump. have it hooked up to my buddies journal bearing silber turbo kit and it seems to deadhead and slowly stroke (every 4-5 seconds) its returning but not as hard as i would like to see it. what would cause this? pump just rips oil out when its not hooked to a turbo. im almost positive when it was hooked to my sled last year it chugged along not deadheaded.
 
Check the oil drain hose out the bottom of the turbo isnt kinked or plugged.
 
thx. i think i found out what the deal is. the walbro seems to be a more econiomical pump. it strokes a 1/3 as much but still delivers to same amount of return oil out the turbo as the "napa" pump. i was kind of expecting it to return as hard as it pumps but i guess thats not the case with a journal turbo.
