oil in the bellows on the Rave valve?

Should there be oil in the bellows on the RAVE Valve? Yesterday my sled would loose the rpms with a small load on it. It would ramp up to 8100 rpms fine but after about 2 seconds it would cut down to around 6000 rpms. Did some research and thought to check the valves. the bellows have oil in them and wondering if that was normal. Shouldn't the gaskets keep oil out of there? Any other ideas on why my sled would be doing this? it is an 04 REV 800 151.
Please help. Oh yeah how far should those red caps be turn in? I haven't touched them just wondering?

Its normal. and the red screws should be flush with the black cap.
Might wanna pull them and clean them though.
