The cartoon doesn't imply Obama, does it? Presidents don't write bills, the congress does that. I'm taking the cartoon to mean that a monkey could have written the bill; kind of like if you give enough monkeys typewriters, eventually one of them will accidentally come up with Shakespeare.

People are talking about the fact the very paper he is boycotting over the cartoon is the same one that broke the story about his IRS evasion and the MASSIVE mismanagment of his non-profit groups and for profit groups. They owe MILLIONS in back taxes and he is being investigated for tax evasion.
What is it with liberal and not paying taxes?
