What are the The United States House Committee on the Budget; and the United States Senate Committee on the Budget; for then? The President's budget is a starting place, it is called a "BUDGET REQUEST". Ah, just go read about it: BUDGET Process

I guess the Dems just took Bush's Budget request, and changed to title to Congressional Appropriations Bill and sent it back to him to sign. Maybe you need to elect some better Congressmen, the Democrat Congressmen, obviously don't know how the process works either.
