....will they be full? Shipping cylinders is no different than any other merchandise.... it's when they're full that it becomes hazmat. Certain quantities may fall under ORM-D restrictions, basically limiting it to ground shipping, but IIRC compressed gas cylinders don't fall under that.
if it were me... i'd ship 'em empty and fill them there.
