So I put NOS on my bike thinking,That will be fun. Turns out there is nobody in the state of ND that fills a NOS bottle. Any idea's?

Did you try calling some local race car shops or welding shops? I doubt they advertise online for it so some old school phone calls may be your best bet.
Build a fill station.
Must have called 30 places asked them if they had ideas if they did not fill them.

We filled from a Mother bottle !! 10-20# bottle
Nitrous Oxide can be ordered at a welding shop . It's used for medical reasons and can be acquired without the sulphur if you sign a affidavit saying you will not ingest it or sell for such use !!!
Have hydraulic supply make you a Female to female connector and warm the mother bottle and put small ones in the freezer for a couple hours .. hook together and open valves , it will actually fill further than a supplier is allowed to fill because of the heat created pumping a Expandable gas under pressure!!
