New fuelfilter Dragon 07 700fuel pressure drop

I putt a new fuel filter in my dragon, its of a artic cat atv the old filter
was dirty and restrictiv. When i putt the new filter in it takes some 10 to
12 pulls to build pressure and when i turn it of it goes from 38 lbs to 0
in a second,it used to bleed down a lot slower .
I am running a fuel pressure regulator from Derek he says that they all
bleed down.
My problem is hard starting ,is it normal on all dragons to have the pressure
drop that fast.

my t800 would drop at like 25 and stay there for a while. never had problem starting it. always start at the second pull or third if its too cold!
