BLM is simply on crack here - that area simply is not a WSA per San Juan forest plan
Federal law also says it is not a WSA- public law 96-560 created the west needles WSA and 1993 Colorado Wilderness act repealed it after only designating a small portion of the WSA as Wilderness.
