Missing Screw? - Silber External Wastegate

Guys, just picked up a used pro with a Silber on it. Not having done the original install, not sure if I'm missing a screw as shown in the picture here.

Is this normal to just have the one screw in and this other one open or do I need to get another to fill in this hole.

The waste gate should only have one plug in it. If both the holes are plugged it will over boost.

It vents to atmosphere unless you're running differential pressure boost control.
