maintenance questions- oil filter and carb latch

'02 Summit 800 Highmark. Went to change the oil and fuel filters today both seemed more complicated than they need to be. Figured out the fuel filter after draining the tank, but couldn't see how to get the oil filter changed out without taking out the carbs. Any suggestions on how to change out the inline oil filter or do I just need to start taking things out until I can get to it?

Also while in there I noticed a rubber latch that had broken right in by the carbs. Found the part online, it is called the "carb latch", can't for the life of me see what the larger open end is supposed to attach to though. It is #33 on the left side of the image. Any ideas what the larger open end is supposed to attach to?

The latch has most likely been broken for awhile and hasn't give me any trouble. Do I need to worry about getting this fixed before going out riding again?
 
you will probly have to remove the carbs to acess the oil filter and the larger slot end wraps around the cross bar on lower back of carbs then back into its self...i took it and the hook off as mine was broke for a long time and seen no need for it anymore...and have had no issues since putting reed spacers and boyesen reeds in...
