M8 is surging

I must have a cluthing problem... 2007 M8 will engage harder for 1 second then slow down. then harder then slow down,,,,, this is happening at 10mph... It seems to be good at mid and top end.. I cleaned the weights... Had a set screw gone. I replaced it and it still does it. installed a New belt also.. A bit confused:

look in bottom of primary for grooves worn into the faces. Mine has grooves worn in and it feels almost like an automatic transmission shifting up. No problem in the mid/high.
