I have the kit complete with rock rollers, new helix and team spring with conversion cups, should I install re-using the stock white plastic sheath that slips over the inner shaft???

it is not a torsion conversion, but the team sec. springs are bigger in circumference than AC springs so there are conversion cups so the springs will fit. but I am unsure whether to install the white collar that goes inside the sec. spring with the new kit

yes - reuse it. it's the shift stop and "could" overshift if you don't reinstall it. Unlikely, but if it fits, put it back in.

well the reason I ask is that I am not getting full shift, i dont know which clutch is holding up but the belt only comes up halfway on the sheaves of the primary and only down halfway on the sec. something is binding and not allowing the clutches to shift out. could it be this white collar??

How are you checking for full shift out? The clutches will not shift all the way out unless you are doing a top speed run as fast as it will go. If you are checking this in the deep or soft snow, it will never fully shift out unless you are regeared extremely low, or maybe running a 1200 with a turbo. (or both)

Put it in. Even though you could never bottom it out with a M7. I checked it extensively and it will open enough that you will lose belt contact before it hits. But just in case?
