just aint runnin right

just started riding about 3 years ago and cant afford new stuff yet. i have an 87 formula plus and 1 cylnder went down. replaced it with 94 583, psi on both cylinders is 125. when i have it on a stand everything runs great. when riding i cant go faster than 45 mph. have adjusted bolts on tra clutch and same thing happens. apperently old motor owner said it done same thing and that is why he sold it. any help would be great.
 
I'd make sure those valves are clean and operating correctly. If its not that, then maybe the cluthing for your old engine doesnt match up well with the new motor. Also not sure if you used the 583 carbs and pipe, but that will make a big difference.

clutch is off of the 583. carbs are off the 521. the pipes are off the 521. motor runs the same as it did with the no matter what pipes and carbs are used. i am wondering if the clutch on the 583 aint bad . the 521 ran great until the cylinder went. only real change is motor. the 583 has tra clutch. the 521 has old style clutch.old motor ran great until cylnder went
