what exactley is this part and what does it do?
External jets that add more fuel into the carbs. Helps fine tuning for temps and altitude compensation.

They are indeed Clippard needle valves used in industry. Pnuematic applications as well.
Some machining involved, silver soldering and clocking.
They work as a siphon from the float bowl via a tube that can be adjusted for amount desired. The lenth of the tube dictates where they kick in with relation to slide position.

Did not expect this much response. I finnally found Jack's number burried in some other stuff. I was going to order them from Clippard. Now I need to get them on the way. Thanks for the response.
