Is this cylinder useable?

Im rebuilding my 01 440 sno pro motor and I happened to see this. Is this going to harm anything. I was thinking, as long as the rings don't have to pass it will be ok. I have never run across a chip in a cylinder. Any input would be great.

I also forgot to ad that it is very close to the bottom.

I won't hurt a thing, I've run them that were tore up pretty good down low and as long as nothing is sticking out, all is well!

If it is a hole you are good. Just a nice spot for some oil to sit for extra lube.
