internet Explorer cannot display the webpage

From a command prompt.

C:\>ipconfig /flushdns

No need to type in "C:\>", that just means you are in the "C" directory.

Do any other sites you frequently visit work?

My guess is its a DNS error from your ISP which you can't do anything about, DNS is what translates the binary address which a computer understands to a name address which people understand, this is done typically on large servers at ISP's, if one of those go down, then the server cannot translate www.whatever.com into 142.156.45.234 etc. which it needs to in order for it to understand where you want to go on the internet. With the sites you frequent alot, your computer will reconize this, and store that DNS information on your own computer, not needing the ISP DNS, therfore the sites that you frequent does not need DNS and will continue to work fine.
 
to test it out try http://www.microsoft.com, then try 207.46.232.182 in the same place where the www.microsoft.com goes, which is the same address, just different forms of it, if the numbers work and the www does not, then pretty much guaranteed thats the problem.

If you really wanted to visit a certain site just bring up the DOS prompt, type 'ping www.microsoft.com' (or whatever the name) and it will come up with some numbers which is the IP address, take those numbers and put them in the internet address bar and it should bring up the site.
