how do you test the fuel pump to see if its bad???

Disconnect the fuel lines from the carb inlets. Put a container under the lines to catch the gas and pull it over. You should get a squirt of fuel every time you pull the engine over. Even easier if it runs at all and has fuel in the float bowls is to disconnect as above and then start it. It will run until the float bowls go dry.
Before you do all this though check the impulse line from the block to the fuel pump. If it has splits in it or loose on one end your fuel pump won't work. I assume you are getting gas to the fuel pump from the tank?

I had the same problem on my 95 xlt. Turned out to be an ice plug in the line at the filter. Had to take the airbox off to get to the filter but i got the ice plug out put some liquid heat in the tank and havent had a problem since.
Check the pick-up line inside the fuel tank. If that has fallen off, you won't get fuel if your fuel level is below the tank outlet. This a common issue with older sleds.
