How to tell if your headlight is working correctly?

Need help. I can't see when I'm riding in the dark. My buddies all seem to have lots of light. I tested the voltage at the plug, seems like it has lots of power there. Anybody have any ideas? See pic.

I think you need to take a look at your track tension. that is usually the problem in a case like yours.
