how to remove plastic piece around gas tank?

No problem........there is a threaded ring around the gas tank filler spout.....it has holes in the top of it and would be great to have a spanner to fit it.....but if you don't have a spanner you can take a couple of drift punches / small screw drivers put them in the holes and twist the ring off just like taking off the gas cap. It is kind of a pain as they don't thread off and on very easy.....but that is the jist. If what I have said doesn't make sense let me know and I will try and re-word it.
The piece looks like a flat washer with holes in it at the base of the threaded fuel spout on the tank......but it in fact is a shouldered ring with shoulder being on the bottom side and threads on the I.D. Once that piece is spun off the plastic cover comes off easily. Hope this helps.

a dull tipped punch and hammer works to get that ring on the filler neck off too. just break it loose and then you can turn it by hand the rest of the way. even by hand, mine turned kind of hard, but was manageable. wear a leather glove, there are sharp plastic edges on it.
