How to build a phone APP and sell it?

I have a great idea for a phone APP, actually my brother does but am curious about how to go about it.

My brother was telling me about it today and I really think it would work. But like any idea it probably is not possible unless you are connected or rich. I will spill the beans since I doubt it will ever transpire. What do you guys think about a phone app (Text Governor) Since phones are all for the most have built in GPS it would be a app parents could install that would kill the texting feature when it senses movement. You could also tie it to the phones ear piece not working unless hooked to a headset.

As a parent this idea really appeals to me. Lots of kids getting killed over stupid texting and driving.

So where to start? or, Is it even a good idea?

Didn't really read it but did a quick google search as I was driving...kidding. Great idea but I wonder if it locks the GPS so the kid can't turn it off etc.
 
Or don't give a kid a phone. Save money that way too.

You know you have a good point. I am one of the parents that took this approach. I thought...."I got by without a phone when I grew up and was just fine". I was one of the last hold outs in the parent group of my oldest son.

However, It has other consequences. its not just about the use of phone it is a social tool to maintain your kids friendship circles. I waited until my son was 15 before getting a phone. Lots of kids get them younger but I dont agree with that. Since I was stalling him on a phone I recognized his core friends were starting to disclude him, not on purpose but the fact they couldnt invite someone to a bowling thing or a birthday thing or to meet in lounge after practice without the use of texting was hurting MY sons social standings. So even though I was the hold out I was actually hurting my son being as no one else will fall back on the old standard of communication. I just cant change that.
 
I never thought of that. Maybe I'm stuck in the past as well, but it seems silly to me that friends can't call him at home. I'm only 31, but where I grew up we were 30 miles from town and did not have a phone line anywhere near us so I still think it's a luxury to have a phone in the house. My folks sold that ranch and they finally put phone lines in out there in the early 2000's.
