I am pretty firm with my circumstantial beliefs on the way people act and how they should be treated / punished.

Someone help me understand why ONE black person killing ONE white cop gets a 9 million dollar bail, when Dylan Roof gets a ONE million dollar bail for killing 9 black people in theor place of worship? Talk about equality, in that case, that dylan guy should have gotten an 81 Million dollar bail.

Help me understand the logic behind the law makers ruling on these cases.

it comes down to the perceived flight risk of the individual involved in the crime, and the seriousness of the crime itself can play into the equation. Of course there are outside influences at work here and one may very well be elections and the idea of being tough on crime in a high profile case. It also can come down to how well your high priced lawyer can convince the judge that the is not much of a flight risk.
