uhhhh wouldnt it just compress the hole when you sat on it if they did that? theres gotta be a plastic sleve im thinking to give it some support...

Never sit on the thing anyway. Its hard to tell from the pic...and there is a chance that one is different.......but honestly they just cut a stock seat and use it tell it falls apart then bolt on another. They actually last awhile and the exposed foam is very "grippy" compared to an upholstered section .
I am sure there are lots of other pics you can see of freestyle riders where the hole is not as clean an the exposed foam is visible.

There is a piece of big pvc pipe (like 8 or 10 inch) that has been heated up and formed into more of an oval shape than round and stitched into the hole to give him something more solid to grab onto.

Oh yeah, and pretty sure the pic is Isaac Sherbine....they are pretty hard to tell apart , but Heath would be wearing a Red Bull helmet.
