Unless things have change since last year (which I don't think they have) the answer is yes.
Have not done it yet this year, last year as soon as you crossed the bridge you headed south west (left).
There is access for the cabins and last year there was a divider fence keeping the sleds off of the lower areas and bunch grass.
Was slightly confusing markings as we came to the fence on the wrong side of it.
Bunchgrass, red banks, and certain areas around the yert at whitepine are closed to sleds.
You can access tony's from steam mill or the canyon north of white pine.
I beleive there is a trail map with markings in the parking lot at franklin.
