Exhaust valve questions

Ok so I searched high and low read all that I can... So here what has been done so far....
1. We have removed both exhaust valves and cleaned them...
2. Places them back in sled and ran machine as high as 7200 and we are not seeing the end of the valve pop through the cap... It should right??
3. We have disconnected all hoses and can blow air through all of them.
4. When I hook a hose up to the exhaust valve and blow into it I cannot get the nipple to poke through???
5. With the solenoid installed I cannot blow air through it when I take it off I can blow easly through both sides? However see pic below and all the gunk that it in it? Doesn't seem normal???
6. I should be able to easly blow into the exhaust port and cause the nipple to poke out???

Ok update... We put a very small amount of compressed air via a hose and can see the valve or nipple moving. Actually tested the air pressure and at small 50 psi burst the valve is opening..
Wondering if now it is a solenoid issue?
How does one test the correct operation of the solenoid??
 
So some more testing and the only way to get the exhaust valves to work correctly by the engine is to pinch off the hose going to the solenoid. So do I need a new solenoid?????

You should be able to test the solenoid valve by connection it up to a 12 volt supply ( battery ) blow air throw it and connect / disconnect from battery , air flow should stop if the valve is working

I have never seen the end of the solinoid look like that. did you take it apart or is it broken? Also make sure your ev gaskets are correct and sealing
 
What year sled you working on?

I think a new solenoid is around a hundo, if you need one let me know I think I have one I'll sell for half price, had a issue last year thought it was solenoid but it was not.
