Its a wolf trap to lure the mangy bastads out on the interstate to potentially get struck by on-comming traffic. Rather clever. Or they are probably just giving up from getting killed by the many wolves and figured jumping off a bridge onto an interstate would send a message to the many.

Why did the elk cross the bridge ?
Why did the elk cross the bridge ?
1. To recieve their government hay subsidy.
2. To recieve their wolf depredation "bailout".
3. They lacked faith that the "chosen one" could protect them from the
Peterbilt heading toward them at 80 mph.
4. To renew their concealed weapons permits and stock up on ammo.
5. To buy 2 stroke oil because they learned on Snowest Forums that the oil
they had used for years with no problems was "junk".
6. To attend the "Messiahs" inauguration (secret service promised to keep
wolf kills at a minimum).
7. Governor Palin has not filled her tag yet.
8. To buy an army surplus 6x6 to haul sleds because they learned on Snowest
Forums that their half ton pickup was useless for anything.
9. Because they were humiliated by pictures surfacing on the internet of their
homely girlfriend posing by a sports car, still LMAO.
10. They were not gay and 2 infamous forum members were looking to
"bag" an elk, oops, that slipped out.

After a year, they actually do start using them.
We've spent alot more for alot less. Like all the brake check turnouts between there and Revy. Most truckers just drop down a few gears and idle through them.
