To answer your question regarding the "dots".
They signify your rep or reputation. You must have over 100 post's to leave rep that means anything otherwise it will just show up grey in your CP.
To leave rep you have to click in the upper right hand corner of the persons post then leave positive or negative rep.
To check your rep you need to go to user CP in the upper left hand corner of the page and check it.
