Im pretty shure its 21 ft lbs are 252 inch pounds are 29 newton meters. Some cylinder bolts 10 mm are 29 ft lbs I dont have a service manual close buy to double check. And no loctite. But you can grease the heads of the bolts to prevent a improper torque.
