If you value your life, I'd keep it on. The corrugated tube keeps one or all of the strands from snapping straight back at you or the other guy. Same concept with a slalom shock tube, if you waterski.
Yep, I would definitely guess its there for safety. I wouldn't be afraid to remove it if your only using it by hand. Sled to sled, I would definitely leave in on as there is a much greater chance of one snapping.
