What symptoms do you get when the fuel filter needs to be changed? Is it something I should just change at 1000 miles or is there some indication that shows it is starting to restrict fuel flow?

I just remove and drain fuel from it, then blow through it. If there is any reduction in airflow at the other end, replace it.
I've had a fuel filter with 17 miles on it that was totally plugged due to rotted "in tank" fuel lines.

Unfortunately, the indications are too expensive because they are usually over before you get a chance. This is something you don't want to play the blow game with. Today's fuels aren't good enough to play the odds. Take Polaris' advice and replace it every season or every 1,000 miles, whichever comes first.
If not, then don't blame Polaris if your motor goes south.
