Cat tech question

I have an 02 800 efi mc. I recently had the fuel pump stop working. I put a volt meter on the connector and a hard pull will generate 19 or 20 volts. It should be 5 or 6 volts(I did check my m7 to verify). I am pretty positive that I cooked the pump with too many volts, question is does the voltage regulator have anything to due with the fuel pump or it is just for the lighting coil? I did have the stator rewound 5 years ago and stator corp asked me if the fuel pump worked because he said it was a little off of spec. I am thinking I need to pull it again and send it out before putting a different pump on again.
 
The stator has a coil just for the fuel pump, one for the lighting and one then some for ignition.
 
Well I replaced the pump and hooked up a voltage meter and it would register 6 to 9 volts depending on how hard you pull. So I guess when there is no draw on the stator it ramps up the voltage. I was getting 19 to 20 on a pull without a pump connected. While running the new pump was right a 16 volts at 3500 rpm.
