can this be done ?

Yes it can definitely be done. There are several ways to do it but no matter what way you have to cut uqual material off both sides of the track to reach your desired width. It works well if you sandwich the track between two pieces of wood and run through band saw or table saw. You can also zip tie the track clips to themselves to get it to lay as flat as possible for running through the saw.
 
I used a table saw with a plywood blade to cut mine. The key is to be patient, take your time...and like said above, keep a steady hand.

For the first cut (side #1), set the saw fence up to 14 1/4". For the second cut (side #2) set the saw fence up to 13 1/2.

I had a friend cut down a 151" track to 13.5" this fall. He used a table saw to cut it. He also flipped the track inside out so that he had a flat surface to slide along the table. Flipping the track was the hardest part of the job. He took his time cutting it and ended up with a real nice finished product.
