Can someone please make sense of this forest service map for me!!

goin to west yellowstone tomorrow, plan to do some sledding but, i have a jeep wrangler rented and the use of a street legal dirtbike if i want but, im trying to figure out, will i be able to take either of them off road? heres the forest service map, it all looks like chinese to me..

Does this forest allow vehicles off-road? Also - are the dots along some of the roads a game retrieval where one can drive off road up to 300 yards/feet (not sure which one) to retrieve game animals?
